I have the honour to address you with reference to
your letter of May 29th addressed to the Honourable Sir C. P. Chater, C.M.G., indicating the compensation which the Ministry of Munitions agrees to pay to Tungsten Ore producers within the Colonies on account of the discontinuance of purchases at the
guaranteed price.
The telegram from the Secretary of State dated
May 15th a copy of which is attached to your letter of May 29th indicates that the estimate of production of mines within the Colonies on which compensation would be paid would be made by a Mining Engineer mutually appointed by the Ministry and the Hong- -kong Government. However in view of the delay in regard to the appointment of a Mining Engineer we take the liberty of filing our claim for compensation in accordance with our records of product-
-ion.
The production in our mines in the New Territory for the year ending April 1st, 1919, averaged 104.5 piculs per
month.
During this period we were doing development work and exploration which would increase the production of the following years; and we are quite confident that an examination of our properties by a Mining Engineer would result in an estimate of production considerably higher than that of the previous year.
We are, however, content to claim compensation on
the basis of the average monthly production of the previous year as
indicated
